Investment Climate
Investment policy of the Khabarovsk krai Government
The basic objective of the Khabarovsky Krai Government for development of investment processes in the Krai is creation of favorable investment climate for domestic and foreign investments promotion.
Within the framework of the problem realization in view of last years the Krai Government carried out the extensive work in this direction.
The Program of Structural Reorganization of the Krai Economy (1995) and accepted in 1998 «The Investment Program of the Khabarovsky Krai for 1998-2005» was assigned as the basis of the development of investment processes. Within the framework of the program problems realization the legislative and normative database regulating investment activity in the Krai was created, Foreign Investment Promotion Agency of the Khabarovsky Krai was designed, the mechanism of granting of privileges and guarantees was developed, etc.
In 2000 the Law of the Khabarovsky Krai from 31.05.2000 ¹ 219 "About Investment Activity in the Khabarovsky Krai" was accepted. Acceptance of the law made it possible to settle all basic regulations of investment activity in the Krai. Measures of regional state support of investment activity in the Krai were determined by the Law, the system of privileges and guarantees, including legal guarantees for subjects of investment activity was developed.
With a view to strengthening of innovation activity as the important factor of economic development of the Krai, increase in employment and well-being of the population, in 2000 the Law of the Khabarovsky Krai from 04.07.2000 ¹ 222 "About Innovation Activity in the Khabarovsky Krai" was accepted.
In accordance with the Law of the Khabarovsky Krai from 10.11.2005 ¹ 308 “About Regional Taxes and Tax Privileges in the Khabarovsky Krai” tax privileges on profit tax and property tax of organizations are provided for the subjects of investment activity .
The regulation of the Khabarovsky Krai Government from 27.04.2004 ¹ 20-pr “About Approval of Regulations about Order of Calculation and Payment into Budget of Rent for Lands Being in Property of the Khabarovsky Krai” established privilege on rent for lands which are in the property of the Khabarovsky krai.
With a view to further improving investment climate and developing investment activity in the Krai in 2003 "The Basic Directions of Investment Policy of the Khabarovsky Krai Government for 2003-2006 Years and till 2010", providing a complex of actions directed at strengthening positive tendencies of investments growth, solution of investment resources promotion problems in the Krai, increase in their efficiency, creation highly effective economic basis in the Krai and advanced social sphere providing a high standard of living and retaining economically active population in the Krai were developed and authorized by the regulation of the Khabarovsky Krai Government from 10.07.2003 ¹ 13-pr.
For development of strategy and tactics of investment policy, selection of investment projects demanding state support of the Krai Government Investment Council at the Krai Government was created.
The Foreign Investment Promotion Agency of the Khabarovsky Krai which accomplishes supporting of foreign investors at all stages of realization of the investment project, including through structures of the federal center has been created in the Krai.
With a view of developing a favorable investment climate, realizing mechanism of influence and coordination of activity of the Government bodies with the representatives of foreign business carrying out activity in the territory of the Khabarovsky Krai and the Far East, the Foreign Investment Advisory Council at the Governor of the Khabarovsky Krai was created.
The basic objective of the Advisory Council is to offer support for creation of additional possibilities for the foreign investors for investment activity expansion, for investment climate improvement and for decrease of negative influence of the economic situation in the Krai on investment activity.
With a view to acquainting of potential investors with investment opportunities of the Khabarovsky krai business - directories and lists of available investment projects are published annually, the "The Guidebook for foreign investor in the Khabarovsky krai" has been created.
