The library obliged by its birth to the Imperial Russian Geographical Community (IRGC) of the Priamursky department and has become one of the first public libraries in the Far East. It is "... the spark, lit in the impenetrable gloom of the extensive and far land" (from the first report of the IRGC). The assistant of the Priamursky general, governor N. Grodecov played the special role in the library fund formation. Thanks to him in first years the library has received more than 30 thousand books from the Academy of sciences, Russian universities, scientific communities and from private persons.

Up to the year 1915 the library has become the richest book treasury of the Far East with the book fund of 70 thousand items, among which there are some invaluable editions of XVI-XVIII centuries, unique photo-albums, portraits and autographs of the Priamurye Territory researchers, as well as the original documents of the Khabarovsk governor Muraviev-Amursky.

Its 50 anniversary the library met in 1944 in the walls of one of most beautiful ancient buildings in the downtown, which is the state protected monument of architecture.

Since 1960 the library heads the association of the scientific and special libraries of the Far East territory. The creation of the uniform help device on the regional historical literature and the systems of the bibliographic information, is the result of the association activity.

Since 1981 the Khabarovsk regional library is a universal structure. Today, more than two millions books, periodic editions, audio-visual means are at the services of 40 thousand readers.
